Import and export of meat products inspection and quarantine supervision and management measures
Chapter I General Provisions
In order to strengthen inspection and quarantine of import and export of meat products and supervision to ensure quality and safety of import and export meat products to prevent animal disease spread incoming border to protect the safety of agricultural production and human health, according to "Import and Export Commodity Inspection Law "and its implementing regulations," Entry and Exit Animal and Plant Quarantine Law of the People's Republic "and its implementing regulations," Frontier Health and Quarantine Law "and its implementation details," Food Safety Law "and its implementation Regulations, "the State Council on strengthening food and product safety supervision and management of special provisions" and other laws and regulations, development of this approach.
These Measures shall apply to import and export of meat products, inspection and quarantine and supervision.
Article The term refers to meat products of any animal carcass part for human consumption, including the carcass, organs, and by-products as raw materials to the products of these products, excluding canned goods.
Article IV Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) in charge of national import and export of meat products inspection and quarantine and supervision work.
AQSIQ in the entry-exit inspection and quarantine agencies around (hereinafter referred to as inspection and quarantine institutions) is responsible for import and export of meat products under the jurisdiction of the regional inspection and quarantine and supervision.
Article according to the law on import and export inspection and quarantine authorities carry out inspection of meat products and the supervision inspection and quarantine of import and export of meat products processing enterprises (hereinafter referred to as manufacturer), the consignee, the consignor under the supervision of credit management and the need to implement the classification management system.
Article import and export of meat products should be in accordance with enterprise laws, administrative regulations and relevant standards in production and business activities, social and public accountability to ensure quality and safety of meat products, accept social supervision, social responsibility.
Chapter import inspection and quarantine
Article importation of meat products shall comply with Chinese laws, administrative regulations, the national food safety standards, as well as China and the exporting country or region signed the relevant agreements, protocols, memoranda of inspection and quarantine requirements and other rules specified in quarantine and trade contracts requirements.
No national standards for imported food safety of meat products, the consignee shall submit to the inspection and quarantine authorities of the State Council administrative department of health issued by the permit file.
Article 8 The State Administration of Quality Supervision according to Chinese laws, administrative regulations, the national food safety standards, domestic and foreign meat products epidemic diseases and toxic risk analysis, combined with China intends to export meat products the quality of country or region the effectiveness of safety management system to assess the situation, develop and publish Chinese imports of meat products inspection and quarantine requirements; or intends to China's export of meat products with country or region, Inspection and Quarantine signed agreement, to determine the inspection and quarantine requirements and the relevant certificates.

Article XI consignee imported meat products meat products should be established to import and sales records system. Records should be true, shall be kept for less than two years.
Article 12 The State Administration of Quality Supervision, Inspection and Quarantine of imported meat products approval to implement the system. Imported meat products, the consignee shall before signing the trade contract approval procedures for quarantine, animal and plant quarantine to obtain entry permits.
AQSIQ required, in accordance with relevant regulations, can be sent to the exporting country or region for pre-importation of meat products.
Article XIII of imported meat products from AQSIQ should be specified ports.
Import port inspection and quarantine institutions shall have the importation of meat products on-site inspection and quarantine inspection and laboratory equipment and facilities and appropriate professional and technical personnel.
Imports of meat products should be stored in the inspection and quarantine institutions shall be reported to the AQSIQ approval for record storage refrigerator or other places. Article XIV of fresh frozen meat products imported packaging shall meet the following requirements:

(B) should be marked on the package inside and outside the country of origin, product name, manufacturer registration number, production batch number;
(C) the packaging should be marked in Chinese on the size, origin (specific to the state / province / city), destination, date of production, shelf life, storage temperature, etc., should be marked as the destination's Republic of China, Gasch output official inspection and quarantine country or region identifier.
Article XV, or import meat products imported, the consignee or his agent shall maintain animal and plant quarantine import permit, issued by the exporting country or region related to the original certificate original, trade contracts, bills of lading, packing list, invoice and other documents to import port inspection and quarantine institution.
Imported meat products exporting country or region included the official inspection and quarantine certificate shall comply with the AQSIQ certificate requirements.
Article XVI inspection and quarantine authorities of the consignee or his agent to submit documents related to audit, to meet the requirements, receiving inspection, and quarantine the number of verification, proof issued by the Immigration clearance of goods.
Article XVII shipping meat products imported means of transport and containers, port inspection and quarantine shall be imported under the supervision of the implementation of epidemic prevention institutions disinfection. Permit the inspection and quarantine agencies, importation of meat products may not be unloaded from the vehicles and containers.
Article 18 The port inspection and quarantine agencies in accordance with the import requirements for imported meat products the-spot inspection and quarantine, on-site inspection and quarantine, including the following:
(A) check whether the vehicle clean, without odor, temperature control devices are functioning properly, the temperature records to meet the requirements;
(B) check the goods certificates are consistent, including the container number and seal number, goods name, number (weight), the exporting country or region, manufacturer name or registration number, date of manufacture, packaging, logos, the exporting country or region certificate number, marks or seals and other information;
(C) check whether the packaging is in line with national food safety standards;
(D) the label of pre-packaged meat products for compliance;
(E) of fresh frozen meat products should also check the freshness, the center temperature to meet the requirements, whether visible lesions and cysts of parasites, living insects, foreign matter and other unusual circumstances, when necessary, cooking test.
Article 19 The import of fresh meat products by on-site inspection and quarantine, inspection and quarantine institutions designated shipped to storage sites.
Diershitiao inspection and quarantine agencies in accordance with the provisions of the sampling of imported meat products, in accordance with relevant standards, monitoring plans and warning notification and other requirements for testing or monitoring.
Twenty-one port inspection and quarantine agencies in accordance with the results of inspection and quarantine of imported meat products to the following address:
(A) the qualified inspection and quarantine, the issue of "proof of entry inspection and quarantine of goods", allowed the production, processing, sale and use. Article 22 of the destination for the import of meat products in Hong Kong or Macao, transport ships and unloaded from the original land transport by Hong Kong and Macao to the Mainland, Macau Ferry Terminal in Hong Kong or another port after unloading shipped to the mainland, hair shippers should be designated to the State Administration of Quality Supervision Inspection agency pre-application transit. Chapter III Exit Inspection and Quarantine
Article 23 The export of meat products from the inspection and quarantine institutions supervision, sampling, inspection and quarantine agencies to issue customs clearance that release.
Article 24 The inspection and quarantine agencies in accordance with the following requirements on the export of meat inspection and quarantine:
(A) the importing country or region inspection and quarantine requirements;

(C) the Chinese laws, administrative regulations and provisions of the State Administration of Quality Supervision, Inspection and Quarantine requirements;
(D) of the importing country or region on quality, quantity, weight, packaging and other requirements;
(E) trade inspection and quarantine requirements as specified in the contract.
Article 25 The export food inspection and quarantine agencies in accordance with regulations for record producers, the production of meat products for export enterprises to implement record management.

Article 26 The export of meat products processed from animal inspection and quarantine institutions shall be filed farms.

Article 27 The export of meat products or processing farm animal slaughter should be filed for the production of every batch of raw material export meat products issued proof of delivery.
Article 28 The export of meat products manufacturing enterprises shall, in accordance the requirements of the importing country or region, on the export of meat products, raw materials, production, processing, storage, transport, export the whole process can be traced back to run an effective quality and safety of self-control system.
Export meat products manufacturer shall be equipped with full-time or part-time veterinary health and food safety management.
Article 29 The export of meat products manufacturer shall establish the purchase of raw materials inspection record system to verify that the supply of raw materials supplied. Purchase inspection records shall be true and retention period of not less than two years.
Export meat products manufacturer shall establish the factory inspection records system, the factory inspection of meat products inspection certificate and the security situation, accurately record the name of its meat products, specifications, quantity, production date, batch number, test Certificate of Conformity , buyer's name and contact details, date of sale and so on.
Meat products factory inspection records should be true, retention period of not less than two years.
Article 30 The manufacturer shall export meat products to export meat products processing raw materials and finished products for self, no self-test capability should be entrusted to a qualified inspection agency inspection and issue inspection reports effectively.

Article 34 The consignor or his agent shall export meat products before shipment, in accordance with the provisions of the AQSIQ of the inspection of meat products to the export inspection and quarantine institution where the enterprise.
Article 35 The export of meat products, means of transport should have good sealing performance and cooling equipment, loading method can effectively prevent contamination of meat products to ensure that during transport the required temperature, cleaned and disinfected in accordance with the provisions and do good record.
Consignor shall ensure that the shipment of goods in line with the inspection, good shipping records.
Article 36 The inspection and quarantine authorities of exporting meat products inspection test reports, shipping records for review, with regular supervision, monitoring and random testing, etc. for conformity assessment. Compliance requirements, the inspection and quarantine certificate issued; does not meet the prescribed requirements, the issue of failure notice.
Article 37 The inspection and quarantine authorities as required, in accordance with relevant provisions of the inspection and quarantine of export meat products, packaging, transport and other additional inspection and quarantine marks or seals.
Article 38 of the interim storage of cold meat products exported by the local inspection and quarantine institutions shall be the record and accept the supervision and management.
Export meat products should be delivered to the local transit cold storage inspection and quarantine institution. Local inspection and quarantine agencies transit cold storage manufacturer with the local inspection and quarantine agencies to issue export inspection and quarantine certificate supervise storage of meat products.
Article 39 The export of frozen meat products shall be exported within six months of production, processing, production of chilled meat products shall be exported after processing within 72 hours. Importing country or region otherwise require, according to its requested.
Article 40 The export of meat products for processing of wild animals shall meet the importing country or region and the relevant Chinese laws and regulations, and by the relevant state administrative departments for approval.
Chapter IV Inspection and Quarantine transit

Article 42 The arrival of imported meat products in transit at the port, the port inspection and quarantine authorities imported means of transport, loading containers of disinfected surface.

Article 43 The transit of meat products delivered to export ports, the port inspection and quarantine agencies shall export the goods to confirm the original container, the original seal has not been changed.
During the cross-border transit of meat products, approval of the inspection and quarantine institutions shall not be opened or unloaded from the means of transport packaging.
Article 44 The change in the territory of transit packaging meat products, meat products imported in accordance with the inspection and quarantine regulations.
Chapter Supervision and Administration
Article 45 The AQSIQ import and export meat products to implement security monitoring system, based on inspection and quarantine risk analysis and monitoring of the actual situation of the development of key plans, country or region to determine the focus of monitoring the import and export of meat products and types of test items.
Inspection and quarantine institution shall, according to the AQSIQ annual import and export food safety risk control plan, develop and implement the import of meat products within the area of risk management implementation.
Article 46 The AQSIQ and import and export of meat inspection and quarantine agencies to implement risk management. Specific measures, in accordance with relevant regulations.
Article 47 The State Administration of Quality Supervision and Inspection and quarantine agencies shall promptly report to relevant departments, agencies and businesses informed of the risk of import and export of meat product safety information. Import and export of meat products found in security incidents, or on import and export of meat products received reports of security incidents should be immediately to the health, agriculture and administrative departments in accordance with relevant provisions of the notification report.
Article 48 The import and export of meat products manufacturer, consignee, the consignor shall be lawful production and management.
Import and export inspection and quarantine institutions shall establish meat products, consignees, shippers and manufacturers of meat products exported poor record-keeping system, to have illegal and subject to administrative punishment that can be included in the list of illegal enterprises, and announced .
Article 49 The import of meat products there are safety issues, or may have on human health and life safety damage, the consignee shall take the initiative to recall and immediately report to the local inspection and quarantine institutions. The consignee does not take the initiative to recall, inspection and quarantine institutions shall, in accordance with the relevant provisions ordered the recall.
Export meat products there are safety issues, or may have on human health and safety caused by damage to the export meat production enterprises should take measures to prevent and reduce the occurrence of damage and immediately report to the local inspection and quarantine institutions.
There Qian Erkuan circumstances specified in the inspection and quarantine agency shall promptly report to the AQSIQ.
Article 50 The export of meat products processed with the farm animals for the record, one of the following acts, the abolition of the record:
(A) the storage or use in China, intended to prohibit the use of the exporting country or region of the medicines and other hazardous substances, use of drugs does not indicate the active ingredient or containing prohibited drugs and drug additives, are not in accordance with the provisions of the withdrawal of the withdrawal period;
(B) provide false proof of delivery, transfer or disguise the transfer of the record number;
(C) conceal the major animal disease or not timely report to the inspection and quarantine institution;
(D) refused to accept the supervision and management of inspection and quarantine authorities;
(E) record the name of the farm, the legal representative of change did not apply within 30 days after the change;
(F) scale farming, the use of new drugs or new feed quality and safety systems or significant changes within 30 days after the inspection and quarantine institutions not to report;
(G) no export within one year supply.
Article 51 import and export of meat products manufacturing enterprises have other violations, in accordance with relevant laws and administrative regulations shall be punished.
Article 52 The inspection and quarantine institutions and their staff in the implementation of import and export of meat products inspection, quarantine and supervision work, violation of laws and regulations and the provisions hereof, in accordance with the provisions of investigation.
Chapter VI Supplementary Provisions
Article 53 These Measures shall be interpreted by the AQSIQ.
Article 54 These Measures shall be June 1, 2011 shall come into force. AQSIQ August 22, 2002 announced the "Entry and Exit Inspection and Quarantine Measures for the Administration of meat products" (AQSIQ Decree No. 26) shall be repealed simultaneously.
